Removed the notice about participants being screened before site activation, since it flagged a timing condition that did not affect forecast results.
Fixes
Forecasts no longer silently correct a site activation date that falls after screening or enrollment has started. Previously, the engine treated the site as if it activated earlier, which could hide the impact of a late activation.
The warning for sites activating too close to enrollment start now appears for all affected sites, including sites that activate after enrollment has already started.
Depots now start filling their buffers based on the site’s seeding trigger, so supply arrives when the site actually needs it. Previously, the same silent correction could cause a depot to become active earlier than required.
