Fixes

• Fixed incorrect default reconciliation dates in forecasts that use actuals when no reconciliation date or participant enrollment dates are available.
• Opening a program now shows only its associated studies, including an empty list when the program has no studies.
• Entering only spaces for a study name or protocol number is not correctly rejected by the UI.

Performance

• Reduced loading times for large amounts of data, especially on slower connections.
• Reduced intermittent delays when using Bluefin.
